基隆市暖暖聖光堂及東興廟2處公車站，長期未畫設公車停等區，且路旁畫上白線，常有車輛停靠阻擋，造成居民不便。議員林明智接獲陳情後，邀集相關單位前往會勘，要求盡速畫設停等線，另外規畫改善碧嵐大地站的候車亭，讓民眾生活更加便利。
暖暖聖光堂公車站、東興廟公車站前因未畫設公車停靠區，車輛停放後公車無法靠站，而鄰近的東勢街26巷碧嵐大地公車候車亭、東勢街19之1號前彎道，人行道施工後尚未復舊，導致民眾行路間不便，且險象環生，引起當地民眾紛紛向民代陳情。
林姓居民表示，暖暖聖光堂及東興廟站牌前後標線為白線，在車輛停放後公車就無法靠站，使得乘客都需要走到車道上，才能夠上下車，十分危險。另外東勢街26巷碧嵐大地公車候車亭前，公車停靠區在人行道施工後就沒有復舊完成，使得公車停靠區變小，希望能改善，且可以在對向的公車站也設立候車亭。
此外，居民還反映，東勢街19之1號前對向車道的彎道，因為路幅較小，地面又畫設黃線，常常在夜間被民眾停車後，造成整個車道縮減一半，不時有小擦撞及車禍發生。
林明智表示，經會勘後，已要求市府交通旅遊處近期在暖暖聖光堂及東興廟站牌前，畫設公車停靠區，並重新畫設東勢街26巷碧嵐大地公車站前的公車停靠區，在用地取得沒有問題的情況下，他也會積極爭取在碧嵐大地往基隆方向的公車站，設置候車亭以供民眾使用。
